VAPALS-ELCAP distributions

Test releases are not generally recommended for installation except by those actively testing the software; when fully certified for use, they are all replaced by the final release.

(Note: The VAPALS-ELCAP project has been mostly focused on the ELCAP side of development, accommodating changes requested by the I-ELCAP team. As a result, the VAPALS side has lagged a bit; the intention is to bring them into sync with version 19. In the meantime, we still have to accommodate some bugfixes specifically for our single VA instance.)
